Andrey Vladimirovich Chibis (b. 19 March 1979) is the Governor of the Murmansk Region — Russia’s western Arctic gateway and the western terminus of the Northern Sea Route. Murmansk is the home of the world’s largest icebreaker fleet and the Atomflot base, and is a core node for NSR cargo, port capacity and Arctic support services.
